It was in the beginning of 1990s that Punjab was at its peak in regard to its success in the first phase of green revolution, and it was the appropriate time for entry into the next phase of green revolution, particularly in adopting a bold policy of agri-industry. This opportunity was unfortunately lost as this state continuously stuck to the ongoing of 2-crop strategy of wheat and rice, which had yielded it the place of pride in the country for several years. Little did it realize that it was a golden opportunity to change into the alternative strategy of diversified farm and allied economy. Had its leaders thought of such alternative change it would not have been finding itself in the current state of poor growth from the middle of 1990s continuously on the path of decline.
